As it stands, sports bettors can only place horse bets or use offshore sportsbooks. However, the state has seen a remarkable change in their sports gambling regulations. Here is a brief look at the key events in the history of sports betting in Arizona.

1935 Legal Pari-Mutuel Betting Wagering in pari-mutuel or pooled horse races was legal in Arizona as early as 1935 and in 1937, the first site, a dog track, was opened in Phoenix. A horse racing site was not available until 1943 when Rillito Park was opened. However, the state of Arizona did not have a premier racetrack until Turf Paradise in the mid 1950s. Wagering on horse races became the first forms of sports gambling in the state and nothing much has changed since then.
1980 Legal State Lottery While pari-mutuel wagering o dog and horse races was booming into the second half of the 20th century, Arizona did not have a state lottery until legislators made it legal in 1980. The Arizona State Lottery also brought more awareness towards gambling and Tribal casinos were legalized in 1988. This opened doors to simulcast racing and off track betting locations.
2000s More Tribal Casinos Tribal gaming in native casinos was reapproved in 2002 and nothing much changed concerning sports betting. However, legislatures have been at the forefront of pushing bills for the legalization of sports betting. The new century came with more casinos and horse racing also faced its share of changes.
Present Current Scene After a long wait and much effort, the decision to launch online sports betting sites in Arizona was made in 2021. This followed many notable bills seeking to legalize the practice with Gov. Doug Ducey’s pushing negotiations with the state's Native American tribes.
