New Hampshire Lottery Looking for Retailers and Vendors for Sports Betting

The NH Lottery is searching for proposals from potential online retailers and vendors to offer sports betting after it was legalized last month.

The NH Lottery hopes to launch sports betting by 2020 as the state of New Hampshire took the next step toward opening its legal sports betting market on Wednesday, as it made a request for proposals for potential vendors. Interested parties were sent the 71-page document and it was also posted on the official website of the State of New Hampshire Department of Administrative Services’ Bureau of Purchase and Property. It can be found under “Current Bidding Opportunities” and any interested vendors can reply until August 26.

The RFP gives a partial timeline for sports wagering, choosing October 17 as the date before which the Lottery should pick vendors and start contract negotiations. The approval of contracts is set to be done by November 20. The Lottery will contract with more than one vendor and the law allows for ten physical sportsbooks and five mobile or online sportsbooks. The Lottery will seek a partner to support sports wagering products across a network of close to 1,400 retailers.

The RFP says the Lottery intends to start offering sports betting as soon as it becomes practical after the execution of the contract/s.

The law that was signed by Governor Chris Sununu and legalizes wagering on professional sports and some Division I college sports, while games involving New Hampshire schools are excluded. Even though it will take time before it is all set up, mobile and retail betting will also be allowed at ten locations. The betting is expected to produce around $7.5 million for education in 2021 and near $13.5 million in the next two years after that.

The Division of Sports Wagering within the lottery is also created by the law and its purpose is to oversee sports betting. People eighteen or older can make wagers. Voters in NH communities can weigh in on permitting the operation of betting locations. The Lottery is now working to give sports betting information to those cities with elections coming in November.

New Hampshire has an open and competitive marketplace that has been praised by stakeholders in the industry and is seen as a great departure from the way other Lottery-run states conduct their sports betting. In both Rhode Island and Delaware there is only a single operator on the market and the situation will be the same in Montana and Washington, D.C.

The Lottery made $100.7 million in profit for 2019, according to the RFP, starting its products in September 2018. When sports wagering is live in NH, consumers can bet at any of the Lottery’s 1,400 kiosks, via mobile apps, and online at the designated “sports lounges” around the state. Cities and towns can vote on whether or not to have a physical sports betting location, so lottery and mobile versions of sports wagering are expected to go live first. New Hampshire is the second state in New England to legalize sports wagering after Rhode Island, which took that step in June 2018.
