Tioga Downs was formerly a quarter horse track that existed as 'Tioga Park' in 1976. However, it was shut down three years after due to bankruptcy. In 2000, Jeffrey Gural, CEO of American Racing and Entertainment, LLC, who is also the current owner, began advocating for Video Lottery Terminals (VLTs) to be licensed by the state, and this was successful.
