History of Sports Betting in Colorado

Colorado is home to land-based casinos that have existed in the state for several decades. Gambling activity was available as far back as the 1940s and the state has witnessed various changes in its gambling laws over the past years. Like most states in the union, sports betting became illegal following the passing of the Professional and Amateur Sports Protection Act (PASPA) in 1992. However, following the striking down of PASPA by the Supreme Court in 2018, sports betting became legal again.

Following the state legislature's passing of Proposition DD and its coming into force in 2020, legal sports betting was once more fully legal and regulated. Year Title Description
1948 Pari-Mutuel Wagering Becomes Legal Making wagers on pari-mutuel became legal in the State of Colorado in 1948 and the first racetrack was opened in 1950. After this option was legalized, punters were able to place bets on various events, mainly horse races and dog races. The period did not have many laws to define sports gambling, despite the surge of casinos in the years to follow.
1991 First Legal Casino Gambling Casino gaming began officially in 1991 and has since been limited to the three small towns of the Rockies. However, there wasn’t any sports betting as the PASPA (professional and amateur sports protection act) was made law in 1992. Sports gambling remained legal in Colorado until 2018 when PASPA was abolished. During this time, more land-based casinos emerged, although they did not offer any sports betting options.
2019 Sports Betting Made Legal Proposition DD was passed through a referendum as dictated by TPBOR (taxpayers bill of rights), which requires all bills to go through a public vote after passing state legislature. The proposition passed by a 20,000 vote margin, making it legal for legislatures to begin drafting regulations that will govern sports betting in the state.
2020 Sports Betting Goes Live Proposition DD was passed into law in 2019 and came into effect on May 1st 2020, rolling out legal sports betting across the centennial state.
